Item Casa verde amarela: uma avaliação política do Programa(Universidade Federal do Maranhão, 2023-08-04) RAMOS, José Ramiro Esteves; PEREIRA, Maria Eunice Ferreira Damasceno; http://lattes.cnpq.br/4770414667943660; PEREIRA, Maria Eunice Ferreira Damasceno; http://lattes.cnpq.br/4770414667943660; SILVA, Carla Cecilia Serrão; http://lattes.cnpq.br/7165971512340739; LIMA, Cristiana Costa; http://lattes.cnpq.br/2505039602134305The present study proposes to carry out a political evaluation of the Casa Verde Amarela Program, the main action of the Brazilian housing policy implemented between the years 2020 and 2022, analyzing its theoretical assumptions and the principles that underlie it; the social subjects and interests involved in its formulation; and its potential to face the problem of decent housing in Brazil. The research is based on bibliography and documents, with a qualitative approach, with a critical perspective, using the method of historical-dialectical materialism. The assessment is based on the principle that housing is a social right to be ensured by the State, as provided for in the Federal Constitution, interpreting the Brazilian housing problem as a reflection of the social issue that manifests itself as a consequence of the capitalist model of production under conditions of national socio-historical formation, so that it affects the most impoverished segments of society more acutely. As a result, it is pointed out that the Casa Verde Amarela Program has little effectiveness in combating the housing problem in the country, and it does not promote the confrontation of the structuring issues that originate the problem. In relation to the social subjects and the interests involved in the formulation of the program, the reaffirmation of the historical tendency of satisfying the interests of Capital to the detriment of the guarantee of social rights can be seen, since the segments that had a preponderant influence in the formulation of the Program were mainly those linked to financial capital. Thus, Casa Verde Amarela tends to deepen the commodification and financialization of housing, accentuating the trend of accumulation by dispossession under neoliberal capitalism.
