UM ESTUDO DA POLÍTICA DE ATENÇÃO BÁSICA NO BRASIL: a particularidade da Estratégia Saúde da Família

Resumo
The Family Health Strategy (FHS) is born as a program in 1994 and has the intention to change the current health care model based on the healing of diseases for those in which the prevention and health promotion is the main focus. The survey, entitled A Study of the Basic Policy Attention in Brazil: the particularity of the Family Health Strategy, aimed to make a political evaluation of the policy in order to develop an analysis of the FHS making process, considering its theoretical structure, the arguments of political, economic, social and cultural order that it claimed, seeking to make a mutual comparison between the design of this policy and the general principles and objectives envisaged in the regulations that establish the health policy in Brazil, particularly the basic attention policy proposed in the management model of the Unified Health System (SUS). Therefore, drew up a historical trajectory of this policy, in which could be observed a transition from the sanitarian, campaigner and hygienist model for the universal health care model envisaged by Unified Health System, influenced by the proposals of the Sanitary Reform. It is estimated, from this historical overview, the ethical-political framework considered by the makers of the Family Health, and the consistency and relevance of the proposal in relation to engineering drawn by the developers.
