The objective of the research that supported the Dissertation was to analyze the Program and identify the successes and obstacles in the operationalized forms of organization and management, considering the hierarchical and decision-making structure and the levels of federative members involved. Historically the country, has duality and political centralization as main characteristics, even when there is partial decentralization at the administrative level.
