    This paper evaluate the implementation process of the Escola Digna Program, of the State of Maranhão, undertaking in the field of management and decision-making of the policy among the benefited municipalities. The objective of the research that supported the Dissertation was to analyze the Program and identify the successes and obstacles in the operationalized forms of organization and management, considering the hierarchical and decision-making structure and the levels of federative members involved. Historically the country, has duality and political centralization as main characteristics, even when there is partial decentralization at the administrative level. The Escola Digna Program proposes to break with this logic, initiating the process of reversing the social asymmetries consolidated in Maranhão, on the one hand seeking to include a greater number of students in good quality schools and, on the other, reinforcing participatory decentralization as operational principle, seeking to adapting the state to new challenges caused by the capitalism.
